John Adams' Presidency and Political Challenges
John Adams became America's second president as a member of the Federalist party. Though he had worked with Thomas Jefferson during the Revolution, they became political enemies during this era.
The XYZ Affair created a diplomatic crisis with France. When Adams sent envoys to make peace after France seized American ships, the French Foreign Minister refused to meet them. Instead, three secret agents (called X, Y, and Z) demanded a tribute payment before peace talks could begin. Outraged, Adams prepared the country for potential war.
To control political opposition, Adams and the Federalists passed the controversial Alien and Sedition Acts. These laws made it harder for immigrants to become citizens and allowed the president to jail or deport any foreigners suspected of causing trouble. The Sedition Act specifically punished anyone who criticized the president or government.

In 1800, the federal government relocated from Philadelphia to the newly created Washington, D.C., which would become America's permanent capital. Most government buildings were still under construction when officials moved in, symbolizing the young nation's unfinished character.
Adams made a controversial decision to pursue peace with France in 1799 rather than go to war. When Napoleon came to power in France, he agreed to end hostilities with both Britain and America. Though the peace treaty didn't require France to pay for seized American ships, Adams believed avoiding war was worth the compromise.
This decision to choose peace over war divided the Federalist party. Many Federalists, including Alexander Hamilton, wanted a stronger stance against France. The party split weakened their position and contributed to Adams losing the election of 1800 to his political rival, Thomas Jefferson.
